Founded in 2024, 3A Strategies, LLC is the collective beginning of Paul and Stephen’s individual commitment to establishing a values-based, efficient, effective, and highly respected organization. We aspire to optimize the life and business experience of all individuals and organizations within our network.

Paul Bontrager
President, CEO
Paul Bontrager is a recognized leader in military operations, strategic planning, international business, and providing defense industry material solutions. Paul’s U.S. Army career spanned 35 years, beginning as a private and culminating as a Brigadier General. A seasoned combat veteran, he led many operational deployments in conventional and special operations organizations. Following Paul’s army career, he served as Vice President for Government Relations & International Business at the Sierra Nevada Corp. Paul is a Master Army Aviator and Airline Transport Pilot, certified in several military and commercial aircraft; he earned master’s degrees in Joint Campaign Planning and Strategy and Education.

Stephen Santiago
Founder, GC, COO
Colonel (Ret) Stephen Santiago served 28 years in the U.S. Marine Corps. His service included leadership positions in combat and multiple operational tours as an OIC, Division Chief, and Strategic Planner at USCENTCOM, USSOUTHCOM, and the Pentagon. He holds a Juris Doctorate and has been a licensed Florida attorney since 1992. Following his service, he taught Leadership in the PhD curriculum at St. Thomas University’s Institute for Ethical Leadership, served as General Counsel for a defense contracting firm, served as Strategic Advisor and Chief of Staff for OUSD R&E 5G Initiative & 5G Cross Functional Team, and served as Principle Strategic Advisor for the Public Wireless Supply Chain Innovation Fund, NTIA.
